This award is presented to one or more whistlers who have a history of achievement in the art of whistling with long-range efforts and success in promotion and production of performances, and materials to support the arts, such as recordings, appearances in concert halls, coverage by media, and awards as a performer that may be whistling or assoviated with whistling. In addition such a person must have a history of respect from other whistlers and a public life example of honor that does not discredit the arts.
This award is the highest award currently presented to a living or deceased whistler.
It is given only once to an individual, but more than one individual may be awarded in the same year.
