The Annual International (formerly National) Whistlers Convention is held in Louisburg, North Carolina on the third or fourth weekend in April. For 2009 the dates are April 22 - 26. The Convention is a musical festival of whistlers who share in a common interest of the art of whistling, in competition, in concerts, in seminars, in training classes, at dinners, and at church and school programs. The convention is also a time for non-whistlers to support whistling and for whistler’s fans to join the festival of events.
       An application will be provided on April 19, 2008. If whistlers wish to apply before that time, please fill out the information above and send to the Franklin County Arts Council, PO Box 758, Louisburg N.C. 27549.

WHISTLING COMPETITION, April 20-21
        The Whistling Contest is open to all applicants. If the applicant has not previously been a contestant at the International Whistlers Convention, a cassette tape recording of two or more songs in each contest category is required. Contestants may choose one or more of the categories listed below. But for the serious whistlers whose goal is to become an international grand champion, they must enter both the classical and popular categories and be prepared to have different songs if in the finals. Competition is a solo performance. (If the judges declare a tie, the finalists will need an additional song, and the contestant must be prepared.)
The Contest begins Friday at 8:30 A.M. and continues until Saturday afternoon.

Musical Categories:
        Please check as many categories as you wish, but only classical and popular are necessary for Grand Championships.

Classical Category: Must be music from composers generally considered as the past or current masters.
          Where there are questions, the contestant should inquire before the time of registration.

Popular Category: Any popular music (including jazz, spiritual, country, folk) not classified as classics.

Allied Arts: A character portrayal, or a story through action, with whistling as part of the enactment.
          Examples are: mime, acting, singing, instrumentation, improvisation, comedy, dance, and unique vocal sounds
          (such as hand-whistling and bird calls).

Musical Selections:
        Contestants are limited to only one selection in each category during the initial performance and as finalists. To avoid penalties, time should be no longer than five minutes on classical selections, four minutes on popular selections, or four minutes on allied arts.

Accompaniment:
        Recorded back-up music may support each selection. Please check the choices you will use.

        All sound equipment for your cassette, disc, tape, and records will be furnished by the Convention technicians.
        If using cassette, only the song to be performed must be at the beginning of each side of a tape.

Judging:
        A judging panel (which may consist of five or more) must hear all contestants perform all selections. (The judges are chosen by the Franklin County Arts Council, for either their academic knowledge of music, the art of whistling, or other musical qualifications the Arts Council attributes as appropriate.) A rating scale of one (the lowest) to ten (the highest) is used to define quality in each of the following:

Technique:  Grading value 40% (1) Breath Management (support, efficiency); (2) Whistle (focus, resonance, sonority, virtuosity); (3) Intonation (balance of tone, pitch); (4) Agility/Articulations (legato, marcato, staccato)

Presentation:  Grading value 35% (1) Rhythm (accuracy, vitality); (2) Phrasing/Dynamics (nuances, expressions); (3) Style (appropriateness to the selection)

Performance:  Grading valve 25% (1) Visusal Stage Apperance (facial and body language); (2) Dramatic Impact (empathy and projection of meaning)

(The judges, or the Board of Directors of the Arts Council, may disqualify any contestant whose performance, language, or behavior is disruptive, offensive, unethical, or unprofessional to the public.)

Entertainer of the Year (Achievement) Award: A plaque presented annually in memory of Lillian Williams, “America’s Whistling Sweetheart,” to male and female whistlers who have achieved national or international recognition as an entertainer with other talents, in addition to whistling.

Hall of Fame Award: A plaque presented annually to a living whistler, or in memory of a whistler, of outstanding national or international distinction. It is the Convention’s highest award.

Special Awards: A plaque is presented by the Town of Louisburg for the contestant who has traveled the farthest distance. A plaque or certificate is presented to the individuals who are cited by the judges or the Arts Council as deserving recognition other than the awards above. Examples may be an award for the senior whistler, or honors received from their peers or media, or audience favorite.

Honorable Mention Awards: Ribbons for all contestants.

All new contestants must send a resume of whistling experience, a photo, a sample tape of at least two songs, activities, awards and current employment. Former contestants must send an update of activities information.

RELIGIOUS MUSIC, April 23
        It has become customary for some whistlers to perform religious music in local or area churches or locations of religious services on Sunday morning at the 9:00 A.M. or 11 A.M. worship hour. If you are interested in being a participant (usually only one song is sung or whistled) please sign your name below. If you have not performed religious music in the Louisburg area before, please send a taped example of your performance style. A host will take you to and from the church or location.
